Phase 1 of the Program included the planning, design and construction of the Temporary WTC PATH Station at the WTC Site; rehabilitation of over two miles of commuter train tunnels beneath the Hudson River; and major improvements to the Exchange Place Station in Jersey City, NJ, including the design and construction of platform extensions, and related patron improvements.

Phase 2 of the Program involves five major development projects: the WTC Transportation Hub, WTC Vehicular Security Center and Tour Bus Parking Facility, Retail Development, WTC Freedom Tower, and the WTC Memorial / Memorial Museum / Visitor’s Orientation and Education Center.


Team Support Services, Inc. was selected as a sub-consultant to provide cost analysis and administrative services for the WTC Site Redevelopment Program.

  • Our responsibilities include the processing of system vendor technical consultant invoices, preparation and coordination of quarterly and yearly budgets for the WTC Transportation Hub and the WTC Vehicular Security Center, budget updates to the Capital Plan, and modification of data in the Port Authority Capital Planning system. As part of the Cost Management process, Job Numbers are opened based on the Program Work Breakdown Structure, and closed as required. We also prepare Weekly, Monthly, Quarterly, Yearly and ad-hoc reports for review by the Project Managers that include schedules, cost data, and narrative sections.

  • In addition, Team Support provides monthly auditing of downloaded actual costs and expenditures from the Port Authority accounting system, and designed a program database that tracks documents, and controlled costs. Using a Work Breakdown Structure, we code all related Program documents for data entry and filing in an on-site facility for immediate retrieval upon request. Documents are also scanned, categorized, filed, and uploaded into the intranet website.

  • Team Support also provides administrative and secretarial support to senior management staff. This includes office management, file management, supply purchasing, mail routing, expense voucher preparation, faxing, memo and general correspondence writing, spreadsheet development, copying, and reception desk operation. We create organization and flow charts, maintain calendars, and coordinate and set up high-level conference calls, board and management meetings, and special events.
